A self-taught painter, sculptor, and printmaker, Oxley began his professional art career in 1967 and worked across a variety of media, including oils, acrylics, metal, ceramics, and wood. His self-portrait was a finalist in the Archibald Prize, and he painted notable figures such as Sir Phillip Baxter and Premier Jack Lang. Oxley also served as Director of the Tweed Regional Gallery and coordinated the Doug Moran National Portrait Prize. In 2014, he received the Order of Australia Medal for his contributions to the arts. His works are held in numerous collections, including the Sydney Opera House and Parliament House.
